NCLR’s Housing and Community Development component and Wealth-Building Policy Project seek to strengthen Latino communities by preserving and increasing their wealth. Latino families own just nine cents for every dollar owned by White families, a figure known as the racial wealth gap. For this reason, NCLR is devoted to helping low-income Latino households build wealth through tangible assets, such as homes, cars, and savings. NCLR offers programs that help Latinos purchase their first home, avoid foreclosure, access their tax refund, and make good financial decisions. We also work toward policy change that would hold banks and lenders more accountable to Latino families for their services, protect against deceptive lending practices, and increase access to financial products and decision-making tools. Our work helps all families achieve a more secure financial future.

Asset Development Initiative (ADI)
The Asset Development Initiative tackles public policy issues such as access to financial services, financial education, auto and mortgage lending discrimination (asset protection), homeownership, and retirement wealth challenges including Social Security reform.
NCLR Community Development Programs
The NCLR Homeownership Network (NHN) consists of 43 NCLR affiliates in 20 states, funded by HUD and the private homebuying industry.
Technical Assistance
The Community Development department uses a “Partnerships of Hope” model for technical assistance, which requires mutual agreements with specific outcomes and deliverables from each party.
Raza Development Fund
The Raza Development Fund, Inc. (RDF) is a support corporation of the National Council of La Raza, established in 1998 as the community development lending arm of NCLR.
Mas a Ti
Economic Mobility Centers assist Latino families to work through Community Based Organizations (CBOs) and financial institutions to connect to an array of affordable financial services.
